Stand atop a temporary pile of earth on what will become the 0.7-mile extension of Del Amo Boulevard in Torrance and you get a sweeping view of the $32 million project and an appreciation of its scale.

“It’s pretty amazing if you try to understand the magnitude of what has to be done for this to be accomplished,” Mayor Frank Scotto said. “The fact the city has to move a railroad spur, build a bridge, move a berm in the (ExxonMobil Torrance) Refinery and build a complete street – those kinds of projects are rarely done in cities.”

Local commuters already are excited about the prospect of seeing less congestion on area roads – including Dino D’Emilia, vice president of construction services for Laguna Beach-based Anderson Penna, which is overseeing construction of the project.
